The Bottom Line: If you have sensitive skin, this is probably the way to shave.
I have this razor for over a year now and love it. It can be used wet, dry, with lotion, or no lotion at all. I have owned and used Norleco and a old 1970's Remington. None of them can compare to the performance, features, ease of use, and pivoting head that can be locked. My skin is much less irritated when I use my Panasonic Shaver than it was when using a blade.
I put a few "drops" of baby oil or mineral oil (a little goes a long way) on to the foil while the blades reciprocate. This does three things: One it lubricates the blades. Two it lubricates the head as it glides across your skin. Three it helps to soften up the stubble as you cut it. Unlike creams, gels, and foams (that dry up) mineral oil will not clog up the space between the blades or cause the shaver to jam over time, it's also very hygienic. I use the included cleaning station after each shave or two. But a little dish detergent can be used on the head while it's running will clean up excess oil and cut hair will get what the hydraclean system misses and makes it run like new again.
Another nice feature of this razor is that the same small AC adapter (wall wart or more like wall pimple?) that runs the cleaning station can plugged directly in to the razor it's self for travel purposes.
